User upload/delete permissions should be separate toggles

User permissions, as it stands now, are not granular enough. If a user has access to upload files, they can also delete files. If you take away "edit" (delete) permissions, they can now longer upload files.

Describe the solution you'd like

User management should allow the ability to select:

• Administrator
• File Editing (Rename, Copy, etc.)
• File Uploading
• File Downloading
• File sharing
• File Deletion

Current user permissions are:

• ✅ Administrator
• ✅ File Editing (Rename, Copy, etc.)
• 🟡 File Uploading (part of edit permissions)
• ❌ File Downloading (viewing allows downloading as users, create a "share" to limit downloads)
• ✅ File sharing
• 🟡 File Deletion (part of edit permissions)

Yes, but I think that File Uploading should be separate from File Editing. Sometimes, you want people to be able to add files, but not edit the existing files, let alone delete the existing files. If the permissions were segregated, then you could provide a link and have them drop a file for you without risking someone nuking your whole repo.
