Adds two new commands for low effort validator submission:

1. guardrails hub create-validator {validator_name} {filepath}
   • Creates a file at the given filepath (defaults to ./{filepath}.py using a template for a single file validator.
   • Uses validator_name to format the single file template to be as complete as possible.
2. guardrails hub submit {validator_name} {filepath}
   • Posts the contents of the file at filepath to an endpoint on the hub service with the given name
   • The service then performs auth verification before uploading to s3 (see https://github.com/guardrails-ai/validator-hub-service/pull/9 for more detail)
