123 Request all positions

To my knowledge the request “all positions” works under 2 conditions:

• Stations shall be connected via radio or a ratflector and be different from the standard RAT (ref.d-rats.com:9000) as that has some issue in forwarding positions when requested. (I don’t know why, maybe it’s an older version or some local config?)

• The drats version of the remote station shall be equal or greater than 0.3.6 – older versions have a bug and do not reply with the position but only with a short acknowledge message.

When developing the fix to reply position I was executing locally a ratflector (it's code remained pretty much unchanged since v0.3.3 ) and it was forwarding the positions correctly without the need of any particular config.
