**What** - Previously when the cache refresher got a PATCH/CREATE feature config event for a single flag it made a request to Harness to fetch all the flags in that environment. It now only makes one request. **Why** - Reduces the load on Harness Saas & prevents the proxy from pulling down more info than it needs to.
