Update History Manager ✨

Left a TODO at org.pyut.history.HistoryManager

It appears that redo can only redo things that have been undone (undo); I do not want it work to work this way

As part of this work move the commands under the history package since they are functionally related

Do this on a branch; Don't do this on the 💥 master branch. 💥
