Some previously-written label styles were not being properly applied in the UI, so I took the time to rearrange these styles and make some comments to help sort out the conditions for each group of styles while updating the activated role styles. Additionally, @giramesh noticed that the border and focus styles on some states of the labels were not correct.
These changes are staged on dev-3. If you log in and switch roles to any kind of elevated access, these styles are visible on item labels catalog, ls, and mb when in any elevated access role (RS, CAA, ATRS).
Will squash when I merge!
