Cannot load the localization file

Description

After you run the application installed from this repository using the new ClickOnce installer, right after the splash screen the application shows dialog "Cannot load the localization file!"

Repro steps

1. Start the application

Expected behavior

The localization file should be loaded correctly

Actual behavior

No localization loaded
