capture errors when runtime_verbose = false

Really a https://github.com/kinode-dao/kit run_tests issue.

Should capture things like 
```
event loop: process sqlite:distro:sys doesn't have capability to message process 15755413470181440223:tester:sys
```
or 
```
first.os@15755413470181440223:tester:sys: timed out!
```

and surface them so non-verbose mode failures are more understandable.
