Describe the bug

When using the scrolling layout and using gestures the top layer doesn't disappear when moving into full screen applications. This is separate from #14425.

Reproduction steps

1. Create two windows in the scrolling layout in two separate workspaces.
2. Fullscreen one of them.
3. Gesture to the fullscreen workspace.
4. The bar stays when it shouldn't in the fullscreen application.
