The forum is in quite bad shape right now, the issue is not that the forum cannot send email(it can't, but that's not the underlying issue), it is that the forum has like many of our services suffered from an influx of spam registrations, leading to hundreds of thousands of signups in backlog which are becoming nearly impossible to resolve for the normal admin. The workaround for many years was to simply request from the admin that an email be manually approved, but this cannot be a long-term solution.

We need a new solution, one which can be managed ideally by the community because managing a forum is intrinsically a community effort. Also I can't be the admin.

Long story short, we need a project forum or something loosely like it. To do that, we need to know what we want from a forum. To know that, we need to have a discussion about that, and in the absence of a forum here is one place to do it.
