I found this while looking through the Homm 2 Gold manual:

Yet, in the original game you can transfer cursed artifacts between heroes.

The manual was prepared before (during) the final production of the game, so there may be differences. :)
Personally, I like the idea of cursed artifacts glued to the hero who captures them, see here: #3078.

If a player gets an cursed artifact. He can give it to an disposable hero and then send the hero to an enemy who will attack and win and recive the cursed artifact.

If more and more powerful cursed artifacts are added then this could be used as an exploit.

Or just give it to an secondary hero and dismiss it.

This was a leftover from HoMM I - in that version the cursed artifact (Fizbin of Misfortune) cannot be transferred to a friendly hero, and perhaps at first HoMM developers wanted to leave this logic as is. This was changed later, but the manual was not updated for some reason - probably by mistake.
