- the path to the rebar3 executable can be set via the ELVIS_REBAR3 var - the path to download rebar3 from can be set via the ELVIS_REBAR3_URL var - don't remove the build dir (default `_build`) if not empty
- also use the latest tag in the usage snippet

The rebar3 to use can be configured with:
ELVIS_REBAR3ELVIS_REBAR3_URLAlso added a fix - don't remove the build dir (
_buildby default) if not empty.If you merge this don't forget to add a tag:
