Error in installing local copy of `cve-bin-tool`

I was following the steps in the contributing docs for setting up my local copy of cve-tool and at this step i'm getting the following error :

I have found a way to fix it .
By going to my virtual env folder (cvetool ) --> pyvenv.cfg and changing the value of include-system-site-packages = false to true ,im not getting the error and able to install the tool .Don't know if it's a valid fix but it worked for me 😅

If you're already in a virtualenv then you shouldn't use the --user flag.

Explanation:
The --user flag would install the repo in your local package store (e.g. something in your home directory). But virtualenv is already using a different local directory (and faking that it's the global one while you're in the virtualenv). So usually when you're in a virtualenv, you just want to install in the virtualenv directory and the --user flag not only doesn't make sense, but would install the package somewhere your virtualenv can't see. Your solution might allow the flag to work, but makes you lose the dependency conflict protection that a virtualenv provides, so it's probably not what you want. It's much better to just stop using the --user flag when in a virtualenv.

This isn't really a bug and isn't really something specific to cve-bin-tool, so I'm going to close this, but if you wanted to remove the --user flag from our docs (since we're already recommending virtualenvs) or put a note saying you could also use --user if you're not using a virtualenv, I wouldn't say no to a PR.

Thanks @terriko ,I will put a pr up stating when - - user flag isn't required coz it might confuse some people .
