Makefile is not parallelizable #321

Hi

It seems the Makefile is not parallelizable:

git clone https://github.com/intel/isa-l
./autogen.sh
./configure --prefix=/usr --libdir=/usr/lib
make -j4  #fails
make[1]: *** No rule to make target 'programs/igzip', needed by 'programs/igzip.1'.  Stop.
make[1]: *** Waiting for unfinished jobs....
  MKTMP    mem/mem_multibinary.s
rm erasure_code/gf_5vect_dot_prod_avx512.s [...] igzip/igzip_icf_body_h1_gr_bt.s
make: *** [Makefile:2410: all] Error 2

This leads me to believe some dependencies in the Makefile are wrong.
