KernelCompiler/persistent_auto_pch_stress_deletion.cpp has been observed to fail on Windows CI (see for example #20419).

I believe #20405 was supposed to address that, but I somehow missed when the PR's been approved. Also, github seems to be lagging as it looks like this for me:
