[UR][L0V2] UR Pre-commit conformance tests for L0V2 timeout

Latest GH Actions running conformance tests on UR pre-commit jobs are timing out.
Eg.:

Hey @sarnex, I had the same timeout issue last week (https://github.com/intel/llvm/actions/runs/19363228108/job/55410092887?pr=20619), but after your re-run, the conformance tests passed (https://github.com/intel/llvm/actions/runs/19363228108?pr=20619). Is this a runner issue?

I don't know if it's a runner issue, L0 plugin issue, or GPU driver issue, someone familiar with the UR L0 plugin will need to investigate.

I've ran the CI for a commit from November 3 (9ca0e2e), before this issue started to appear (https://github.com/intel/llvm/actions/runs/19505290617/job/55831202236?pr=20684), but the tests are still timing out.

[sarnex]

We bumped the GPU driver somewhat recently and running CI on an old commit will still use the new driver, so it could be that. However I am not qualified to investigate.
