dpctl should provide a DeviceArray using sycl::buffer

The dppl module does not yet have a DeviceArray similar to dppl.ocldrv module. The ticket tracks the work needed to add a DeviceArray implementation using cl::sycl::buffer to dppl.

I am closing this ticket as it is no longer relevant to dpctl design goals. At some point dpctl may get support for sycl::buffer but a data container based on buffers is currently out of scope for dpctl.
