It has to support releases for drafts as well.
Secrets expected:
TOKEN - GitHub token with admin role, to push the new version after release
VSCE_TOKEN - token for vsce, VSCode Marketplace
OVSX_TOKEN - token for ovsx, open-vsx.org. optional
