This PR provides a first version of the transformer from ED-269 to ED-318.
Some information is missing to create the ED-318 file since it is no present in ED-269. For that purpose, a configuration object is used to provided those information.
A future PR will move the FOCA object to a file to allow user's customisation.
It has been tested with https://data.geo.admin.ch/ch.bazl.einschraenkungen-drohnen/einschraenkungen-drohnen/einschraenkungen-drohnen_4326.json and it passes the validation implemented in #11 .
./run_locally.shhas been updated to allow direct input of arguments.This still requires an update of uas_standards.
