Increase TAP_RELEASE_TOLERANCE and/or make it configurable

I have found myself and other users repeatedly clicking on icon buttons in the navigation bar without having any effect. The issue seems to be worse on (some) Android devices. I noticed this has been discussed before, specifically:

The magic value of 15 seems to give way better results. Therefore, I would like to make the case for increasing the current value of TAP_RELEASE_TOLERANCE, or, at the very least, make this value configurable. The out-of-the-box default does not give a good experience.

The reason it is so short is because when you have a large number you'll easily accidentally click a link even though you were scrolling a little bit, or if you flick the screen to scroll quickly you can also fire of a click accidentally. For every issue saying it's too short there's also an issue saying it's too large. I'll make it an option and keep working on ways to avoid these issues. Thanks
