Tab.shown event is not working in Tab Bar

In v0.9.19 the tab.shown event is not fired when opening a tab, the tab.hidden event is working fine.

I think its a $scope issue inside the transclude method. When I put the broadcast outside this method it works:

            transclude(childScope, function(clone) {
              clone.addClass('pane');
              clone.removeAttr('title');
              childElement = clone;
              $element.parent().append(childElement);
            });
            $scope.$broadcast('tab.shown');
