Ionic's CustomEvent polyfill not supported on Android 2.3 (and probably elsewhere)

I know you're not targeting Android 2.x, but at least the event subsystem works with some small changes to the CustomEvent polyfill.

With the latest update it still fails, because the code is still trying to use the "CustomEvent" polyfill that uses initCustomEvent, which isn't available on 2.3. I still get the "Error: NOT_SUPPORTED_ERR: DOM Exception 9" errors with today's 0.9.22 release.

That said, reinstating my patch gets rid of the DOM exceptions and makes my toggle work again, but my ui-sref links aren't triggering properly, so something odd is still going on with events. I'll keep digging and submit a new PR when I've got it figured out.

Looks like it won't let me reopen the issue, should I open a new one? Or can you reopen it?

Actually, it appears to be something specifically wrong with ui-sref, because regular ng-click and href links work fine. With the patch from my branch, my app works entirely in Android 2.3, including sidebar, ui-routing, etc.
