[Bug report]: Cannot create a profile on Windows when the user account name contains Unicode characters

Description

On Windows, Firefly fails to create a profile (error message is STATUS_ILLEGAL_INSTRUCTION) when the user account name contains Unicode characters (accented Latin characters, Chinese characters, and other special characters). This is due to RocksDB needing to be built with UTF-8 support.

Profile cannot be created
