[Windows10] Account Balance rounding issue

Issue description

I have 15 MIOTA in my profile. 7.5 MIOTA I have sent to another profile.

In account 0 there are 5 MIOTA and in account Beta there are 2,5 MIOTA.

Total Balance is correctly detected with 7,5 MIOTA.

In Account 0 5 MIOTA are displayed.

In Account Beta 3 MIOTA are displayed.

It is probably rounded up to full MIOTA in the accounts.

Explain how the maintainer can reproduce the issue.

1. By sending sums where rounding occurs.

Expected behaviour

I expect when I send 2.5 MIOTA in my account also 2.5 MIOTA disappear or appear in the new account and not 3 MIOTA

Actual behaviour

If I send 2,5 MIOTA from 5 MIOTA.

My account will show 3 MIOTA remaining balance.
The account that received the shipment also shows 3 MIOTA.

But it should be 2,5 each.

By the way, if you have 1.4 MIOTA on your account, only 1 MIOTA will be displayed.
