Check to "remember the menoric phrase" is not performed every time a profile is created

Issue description

I did setup a new installation. Created a profile, set pw and pin, downloaded seed vault, revealed recovery words to write down, hide recovery words, clicked continue and have been in the profile, logged out, created another profile, same behaviour...
Yesterday i did the same: first profile - as described above, second profile i was asked to bring the recovery words in the correct order, third profile - again as described above

Expected behaviour

i would expect every time a new wallet is created and recovery words are revealed to perform a check if the words a noted correctly before a wallet is created.

Actual behaviour

did this chek only one out of 5 times
