CTE Python callers can now inspect storage capacity and add a file target with a stable identity while the runtime stays active. This enables managed stores to recover from a full tier while preserving existing data.

  • Add typed asynchronous capacity, target-list, target-info and statistics queries. Failed queries raise errors; native waits release the Python GIL.
  • Extend asynchronous target registration with explicit routing and pool identity. Preserve the existing three-argument call.
  • Fix integer status conversion in synchronous target registration.
  • Build Windows Python ABIs concurrently while retaining every installed-artifact test and publication gate.

This maintenance release contains the scoped Python bindings, tests and build qualification from #1292. Native task ABI, wire serialization and placement policy are unchanged from 2.3.1. Runtime compatibility was qualified specifically between a 2.3.1 daemon and a 2.3.2 client.

All 24 tag publication jobs passed, including installed Windows, Linux and macOS tests. The real capacity regression fills a tier, observes refusal, registers another target, retries the refused record and verifies nine byte-identical records across restart, including duplicate registration and overwrite accounting. The main candidate passed 325 native tests and all required checks before tagging.

Published artifacts include 20 Python 3.10–3.14 wheels, eight native packages and the Conda package. Python capacity API and example.
