Based on https://www.linkedin.com/feed/update/urn:li:activity:7381217822187708416/ -- there was never a requirement to use an interface IP address for OSPF router ID.

RFC 1133 (https://www.rfc-editor.org/rfc/rfc1131.pdf) was very clear:

Router ID a 32-bit number that uniquely identifies this router in the AS. One possible implementation strategy would
be to use the smallest IP interface address belonging to the router.
