Spent way too much time (5+min) trying to figure out how there were so many unique values for a set... eventually realized it was talking about multisets.
PS: it might be easier to explain why the whole thing works with
log2(multichoose(2^5 bit number, 4 numbers)) ~= 15.67 bits.
