This PR updates the repo structure to more closely follow actions/typescript-action. It also does the following:

  • Change Dependabot to run monthly
  • Ignore compiled directories when running CodeQL
  • Change the CI workflow to run on branches other than main
  • Replace the release script with a CD workflow
