This has been named RESOURCE_PACK_ENFORCE for grouping with the other resource pack related properties.
Due to updates in setServerPropValue, escaping is no longer required for these values, as this is done automatically by the script.

I've added a
server.propertiesoverride for the 'require-resource-pack' option, to allow server operators to set this in tandem with the other resource pack options.As an additional change, I've removed the details around escaping requirements, as this is now handled with the setServerPropValue function.
