With Fabric servers becoming more common, adjusting the order of documentation to improve Fabric configuration visibility.
Moved most relevant notes to the front (such as loader version), and link to the mods/plugins section for configuration information. Significantly condensed the custom installer information as anyone using it will not need as much hand-holding.
Updates to relevant sections that describe both Forge and Fabric related configuration for clarification.
