Replace the text on templates

In sect 1.3, there are links to document templates in Word and HTML, and it sounds as if their use were still a reasonable thing. Let's do away with all that. I'd suggest to replace the entire section with something like:

“IVOA documents must be available in both PDF and HTML formats and must be developed in publicly accessible version control systems. The use of the IVOA's designated authoring system is strongly encouraged to foster cooperation and enable painless resumption of standards development by other editors as well as the management of Errata. See appendix whatever for a non-normative overview of IVOA practices as of the current revision of this document."

Or something like that.

I basically agree, but note that till now (DocStd 2.0) only the PDF was formally required so this is a change. The wording should therefore be adjusted a little bit e.g. "Newly published IVOA documents must ...".
