What video resolutions does the ROQ format support? Are HD videos possible? Can the ROQ creator handle higher resolutions? (I think we've got its source?)

Default appears to be 512x512 stretched to higher resolutions. Due to this, however:

The scratchImage for startup screens appears to be 16 at r_mode -1. We have no idea why that is.

It would be better to add theora+vorbis for higher quality, last I heard the ROQ encoder was slow with weird and painful limitations

Yeah, just have some way of displaying HD movies.
