idea: add config_file_path and data_folder_path options #1481
Description
Problem Statement
Cortex currently uses home for default config file path and data folder path.
Jan needs different config file and data folder path.
Feature Idea
Add --config_file_path and --data_folder_path options to allow user to configure new paths.
