Specify PowerShell version

It is possible that a remote computer might have Windows PowerShell and PowerShell Core installed side-by-side. Maybe even a preview edition. I think there needs to be a way to specify what version of PowerShell to run.

PS7 doesn't have a -DocumentEncrpytion parameter for Get-ChildItem

This might work as a way to get document encryption certs:
