Mise activation tied to Github system health

There's currently an issue with Github, and Mise cannot query for the list of available python versions. So I'm stuck waiting 60s for a new terminal window to become usable.

What is happening during initialization that REQUIRES internet services to function correctly?

mise requires Internet access to retrieve the version list, to resolve version strings, like latest to 3.x.y.
MISE_OFFLINE and MISE_PREFER_OFFLINE might work for some cases, but they're undocumented.

this is a bug, mise shouldn't be blocking the terminal for network access

I see, but I'm not sure how we can fix this. If some tools are missing (not only Python), it calls list_remote_versions and hangs.

A configurable timeout could be nice, too. I’d be smitten if I could have an error message after failure to connect at 5s, and maybe even a “this is taking longer than expected” progress update if a connection is made but we’re still waiting.

TUI tools that just sit there (looking at you, Homebrew) are frustrating.

In haven’t looked at the code for Mise yet. Maybe that’s a “PRs welcome” thing that I should look in to.

There is the http_timeout setting which is used for HTTP requests. This only applies to HTTP operations though.
