Magento CONFIG cache is invalidated too often

The problem is in src/app/code/JetRails/Varnish/Helper/Data.php:75

Do not invalidate cache every time a $data->_getStoreValue () comes in, instead only clear the CONFIG cache after saving config though portal/cli.

Config cache is now only being invalidated in the following files instead of on read:

• app/code/JetRails/Varnish/Console/Command/Status/Set.php
• app/code/JetRails/Varnish/Observer/Save/Cache.php
• app/code/JetRails/Varnish/Observer/Save/Config.php

Expect this bug fix to be packaged with v1.1.3
