waveshare ESP32-S3-POE-ETH-CAM-KIT - Invalid image block, can't boot.

flashed today firmware include in v16.1.0 via flash download tool 3.9.9 R2 as written in 1.2.2 Manuel Flashing.
ESP32-S3 board is falling into boot loop.

Is this hardware supported, and has anyone already got this developer board up and running? The Ethernet and PoE option in particular is ideal for my use case. WiFi isn't an option.
