Not all language strings belong in the sys.ini file

In the sys.ini file only the language strings should be put that are used before the component is used. So the Administrator menu-items, a description in the manifest of what the component does, the component's name etc. 

All language strings used on forms (labels, buttons, etc.) and messages should only be in the .ini file not in the .sys.ini.
