Per conversation with @chmst, this sets up the accessibility docs with the following structures and adds empty page templates for deeper sections:

You write code for humans, not machines. (informative, evocative intro)
WCAG Conformance (goals, current status, where to learn more about WCAG)
ATAG Conformance (goals, current status, where to learn more about ATAG)
Best Practices for Accessible Design
- Colors
- Fonts
- Images
- etc
Accessible UI Library (individual UI elements with snippets etc)
Testing Accessibility (resources and tools)
Reporting Accessibility Errors in Joomla CMS
Further Reading
