When the storage is slow cappx creates a lot of identical VMs

What steps did you take and what happened:
I use a old SSD (About 250MB r/w) if i use this storage, CAPPX creates identical VMs.

What did you expect to happen:
Not to create identical VMs

Desired state is a two node cluster (1 CP & 1 Worker)
