Is Kinesis stream autoscaler ignoring stream throughput at all?

Hi, there's not enough information in the documentation to understand if the Keda Kinesis stream autoscaler only scales up by shard to the point where you always have 1 pod per shard. So, I came here to confirm the following:

Some of our Kinesis streams are scaled in a way that we only use a 10-20% of shards during off-peak hours, and they receive a much higher traffic during peak hours.
For instance, if I have 50 shards, the Keda autoscaler will always create 50 pods to match the amount of shards, no matter if their usage is very low, is that correct?
