kci-dev configs: add configuration command for kci-dev

example:

kci-dev configs --help
--auth - add token for selected instance (token is saved in plain text)
--default - get default example configuration
--instance <name> <pipeline> <api> - add new instance
--list - list config options included token

As this issue is release related,
probably is better to add a new release without this but with changes to add the example config file and see how it goes.
Working on this on next milestone.
