Investigate if it possible to change the USB subsystem as built-in again

Description

Once a time, the USB subystem was builtin, but then the USB lock/unlock feature arrived and made it impossible, at least we thought so.

This need another round of thinking, the USB should be built-in but not loose the lock/unlock feature. The USB ports shall still be disabled on boot.
