Summary

add a management control program (MCP) that wraps FortiGate user workflows from fortigate_library
cover the wrapper with unit tests to ensure the expected calls to the library
supply a lightweight selenium stub so the new unit tests can import project helpers without extra dependencies

Testing

pytest tests/tests/test_fortigate_mcp.py (fails: ModuleNotFoundError: No module named 'yaml')
