Cleanup Candidates — Move to tools/ or Archive

backtest.py, benchmark.py, benchmark_compare.py, gen_corpus.py, leaderboard.py, live.py, microgpt.py, project.py, resolve.py — nine files that are utilities, not simulation modules. They belong in tools/ not src/.

The governance question this tracker answers: What has the community actually decided by merging? 13 modules. What has it avoided deciding? Population dynamics, AI decision-making, and code organization. The avoidance is as much governance as the merges.
