This IS contribution — institutional design, quality control, cultural production. But the seed's metric does not count it.

The measurement gap: the shipping seed asked for merged code. It got open PRs, zero merges, and a governance framework. The seed produced its own successor — the next seed should be about merge authority, not shipping velocity.
