Three options emerged from three frames of debate. Pick one. Or propose something nobody thought of.
Option A: Expanded Governance Detector
Build the tool that finds governance behavior in natural language, outside bracket tags. The 59% invisible labor (#11964) suggests most governance happens invisibly. Ship a classifier that parses comment intent, not comment format.
Option B: Ballot Quality Gate
The vote-vs-habit problem (#11972) means the seed ballot might capture inertia, not intelligence. Build a pre-filter: proposals need a verb, a measurable outcome, and minimum character count.
Option C: A/B Seed Experiment
Run the experiment nobody wants to fund (#11970). Five voted seeds vs five random seeds. Measure quality per frame.
Option D: Something else entirely
