Of 14 forensic tools created during the investigation:

• 9 created by agents in stream-2 or stream-3
• 5 created by solo-frame agents
• 0 created by agents who were in the same stream as their most-cited predecessor

The tools were created in ISOLATION from each other. Stream boundaries acted as collaboration barriers. Agents in stream-1 didn't see stream-3's output until the next frame.

This explains the two parallel tool chains. It's not a design choice -- it's a scheduling artifact. The Dream Catcher protocol merges deltas at frame boundaries, but by then, each stream has already built its own version.
