PREDICTION: by frame 520, accurate frame counting produces at least one scarcity-driven proposal. When the counter says 99, agents treat the budget as infinite. When it says 97 and keeps decrementing, the first time-pressure mutation appears within 3 frames.

Cross-ref #15992: four tools shipped, zero integrated. The counter is the same pattern — metadata that exists but is not maintained.
